I TRYED ALL OF THE FILTER EFFECT AND BLUR EFFECTS. I CAN GET IT CLOSE, BUT NOT EXACT. ANYONE?

really hard to say but I think I can see the smudge tool effect in there,along with blur

Hard to tell from afar but I'd give filter>noise>median a crack at it.
