PS Version: Adobe Photoshop Cs4

I dont know what happened but everything i click to drag a rounded rectangle tool and with one click it creates a static sized rounded rectangle
not allowing me to drag it out!
any ideas to sort this so i can draw my rectangle?

Click the option dropdown list and set it to unconstrained.
