This guy was street racing and caused several accidents. A photo was managed to be taken, but it was shot from a distance with zoom and the sunlight was on the license plate creating glare.
Now when I tilt my monitor, or play with the contrast and brightness a bit, I was able to sort of make out some of the numbers, but I need an image visible enough to send into the dept of public safety.
I would be very appreciative if someone could do that for me. Thanks.
