designing some t shirts and i think this effect would be awesome for some of my designs. Basically to describe it it puts in small dots to represent lighter areas and bigger dots to represent darker areas.

It looks like a simple FILTER/NOISE/ADD NOISE issue

Of course, there are others here who are much better than I am.

The image is a little small to actually see the effect, but it sounds like you want Color Halftone. Filter-Pixelate-Color Halftone...
