How can I make a face unrecognizable?

I'm working on some photos for work and we need to make the people in the photos we take unrecognizable. I've tried just blurring the faces out, but my boss says you can still tell who they are (ugh). Can anyone think of a way to make someone totally unrecognizable?

I have attached an example of one of the photos.

I will run this by my boss, I'm not sure if they want it "blurred" out or just so it doesn't look like anyone. Thanks hawkeye, may I ask how you did it?

Copied the face to a new layer. A lot of cloning and painting to remove the glasses, change the hair, eye brow, remove the earring etc. Then used the liquify filter to alter the features.

Hawkeye, that might just upset someone if they see what you did to their face,

maybe do what the news does, try this

He already tried blurring her unmodified face, but his boss said he could still recognize her.

Altering the face before blurring, would make it very unlikely that anyone would recognize her.

just clone someone else's face unto the pic - before you blur the outsides of the foto
