Hello people,
I have som pictures that i was wondering if anybody knows what kind tecnique this guy is using. I gonna make a similar pic on photoshop so i can paint my wall  !
Another question: How do i make low res pics to high res?

You can try Filter>Artistic>Cutout
Works on RGB only

Those look like Vector Images, if you have Adobe Illustrator just Live Trace your pictures.
