I'm making a board with pictures of everyone working at my health care center, so patients easily can identify the caregiver they're looking for. I'd like to cut the pictures to frame the faces but I want them the same size (cm). Is there any way I can set a size standard in photoshop to be able to assure the photos will be the same physical size???? And how do I attach the textline with their names and occupation?

You can set the crop tool to the dimensions you want, so regardless of how you crop the size will be constant.

For the text, you might want to increase the canvas size at the bottom and put the text there. (Image-Canvas Size)
