Hi there,
I'm looking for a way to get the same effect as in the photo attached with the reflection. Is there a way to do this with Elements?
If not I could use my friends pc & he runs Illustrator. So an Illustrator tutorial would be handy as well.
Any ideas?

Copy the pattern to a new layer. Move/transform as necessary and reduce the opacity of the layer.

Select the pattern, then ctrl+c to copy, then ctrl+v to paste. You'll now have a new layer with the pattern on it. Use the move tool on the new layer to drag the pattern into place. Lower the opacity of the layer to give it the reflection look.
Any of the transform tools can be used to fine tune the reflection. (Image-transform)
