Hi mickibob,
The easiest way to change the picture's size without creating distortion is through cropping the image itself. Obviously depending on what the image may be this isn't always a possibility but if there is any empty space to the left and right I'd recommend this option. In photoshop that can be done in different ways, either by changing the selection tool to the appropriate size (e.g. 1280 x 1024), allowing you to select the area that you'd like to remain.
Alternatively you can resize the image, ensuring that Constrain Proportions is checked and then copy the resulting image into a new document of the size 1280 x 1024 (or whatever 4 x 6 image size you desire), allowing you to move it around to appropriately centre the image.
If either of these methods aren't clear please do reply again and I'll explain them in further detail.
Alternatively, if cropping really won't cut it (excuse the pun!) then I believe there are pieces of software that can help to create the new image size that you desire. Some of these are free, some cost. A bit of Google research will help you to find an appropriate piece of software but I'm afraid I can't vouch for them as I've always used the cropping option. :-)
