I believe there are specific pieces of software that can help to generate background scenes without having to create them manually in photoshop (which would take hours and hours).
Software like Terragen is specially designed for creating landscapes and stunning skyscapes, it allows you to specifically set parameters such as cloud density, the position and brightness of the sun and to create landscape. As with any software it can take quite a bit of practice to start creating something really attractive like those images.
With your background created you could then take the image into Photoshop and do some manipulation to enhance any colours and to add any items, such as trees, people, etc from stock photos, your own photos or any other image you can get your hands on.
Hope that helps a little bit, it's one way of starting to create some stunning scenes anyway.
