I'm adding lens flares in a photo to make it look like a light is on, but it is very small it is taking a long time to line up flare to where i want it, so is there anyway to change the size of preview window so i can place the flare better or am i out of luck?

Set pixels for the measurement in preferences. Use the info palette to locate exactly where you want the flare. Note the x/y coordinates. Open the lens flare filter and alt click it. You'll get a coordinate menu. Type in the coordinates and click ok.
