I would probably use the Elliptical Marquee Tool to make the largest circular selection first. While holding the Shift+Alt (option on a Mac) keys, pull from the center mark. To know where the center mark is you could use your ruler (always starting your circles from the same place). Or, if you're working on a transparent layer, just put another layer below it with a dot or x to mark your starting center point. Anyway, after making your first circular selection, stroke the selection (Edit>Stroke) as desired and deselect. Now, do the inner smaller circles the same way, always starting from the same point and pulling out from the center point |
