Hi,
I want to design like the attached image, How can i design like that the oval border and setting its colour.

Make an Oblong on seperate layer. Make a selection of the oblong shape layer. Goto channels palette and apply a Guassian Blur of (depending on resolution and image size) 15px. Press Ctrl+L whilst on channel image of blurred oblong, bring the black and the white slider into the middle (move both end sliders towards the middle) until desired result achieved. When happy drag the layer onto the make selection tab at the bottom of the layers palette.

Go back the layers tab and fill with desired colour.
