PS CS4 isnt showing new plugins

I have Adobe CS4 64bit (currently trail) installed. I have been trying to install some new filters, but I can not seem to get them to show up.
For example the India Ink Plugin from http://www.flamingpear.com/download.html.
I put the plugin in a directory I created, then in preferences I set that directory as an additional plugin directory in photoshop. But it still does not show up.
I even tried to put it in the photoshop plugin directory in program files.

Any advice?

Did you restart PS?

O yes, even had PS closed while installing. Then restarted 2 or 3 times and even tried the 32bit version. Could they be older plugins or a reason like that why they are not working?
