Open the pictures in PS. Create a new blank canvas big enough to hold them all. Use the move tool to drag each onto the new canvas and arrange them the way you want.

Is there anyway to size them to the same size and have them semi evenly spaced?

The images in your example ARE all the same size. If the ones you want are not all the same size you will at least need to crop them to a common ratio and then resize and save. Then go to Bridge, open the folder with all your images in it and select them all and then go to Tools>Photoshop>Load files into Photoshop layers...

Once in PS CS4, you can move the images around any way you like one layer at a time. You can also use the distribution and align tools. These become available available on the toolbar when you have the MOVE tool selected.

Perhaps hawkeye will have an alternate method but that is what comes to mind for me.

Hope this helps
