I don't know if they express exactly what I want with my poor english: I need to adjust dimension only of a selected part of the image in perspective, so that precisely followed the one that does not change. When I select entire image, the transformation takes place of whole area, it is quite clear. The bottom third, about which I need to adjust the height against width, the change does not perform well on the remaining (upper unmodified) part. Trying it through quick mask, but there is a blending seen in transparency. Does exist a procedure or plugin that can regulate dimension only part of the picture?

hey,
Why don't you just select the area you want to transform with lasso tool or pen tool and hit Ctl+T for transform and there you gooo...

You might want to post an example of what you are trying to do, but Edit-transform-perspective is usually what you would use.
well, my issue is a bit more complex, see these sample:
I need to change only a lower part of image (here pasted and changed into smart object), that the upper part would be connected with unmodified image - see dotted line. Complex is for a reason of "visible" lines of tiles in perspective.
