I am using CS4 and want to apply a simple gradient filter, mask, etc. to an image.
What I specifically want to do is add text on top/foreground of an image but have the background image fade to white behind the area of the text so the text has a higher contrast for reading.
Is this a simple maks feature?

It sounds like you want a gradient? If so, press Shift+G or G (depending on your config.), in the context sensitive toolbar you can change the type of gradient you want. Experiment.
