How do I do this in Photoshop????

That depends on the size and resolution of the image you want to increase. A picture taken with a cell phone will be impossible to increase in size as it will just magnify the pixels and make it look worse. If it was taken with a digital camera or scanned into a computer then you may be able to increase its size. Open the image and click on Image->Image Size and change the width and height values in that dialogue box, you can set it to show inches, centimeters, pixels and a few others.
