Something is wrong with my layers....

Please forgive me, i am brand new at this (Photoshop, and this Forum). I tried searching my issue, but I had a problem even phrasing what my problem is, so I was unsuccessful.

I searched online and didnt find anything, so i thought I would join a forum and ask. And I imagine I will have more questions in the future.
Setup:
PC computer running PS CS4

Here is the issue:
I am creating a composition of a JPG picture and text and graphic(line) elements all in one. My background layer is my original JPG that I am starting with for the background image.
I added a layer for the first text, formatted the text and added a few effects to it. Then I added another layer of text, with more formatting and effects, etc etc (4 layers of text in all)
then I created a layer to draw a square with the line/shape draw tool.

My problem is that when I try to edit the text color on one of the text layers, I select a color from the pallette, but then on the design, the color is lighter(less saturated). It does not match the color swatch I just selected.
Also, I cannot get a true deep black, on any of the layers. My JPEG contains real black, but when I select black on the color pallette( on a different layer) it is noticeably lighter.
I looked at all the setting for my layers, but there is something I am missing. I checked the opacity, etc.
Can anyone help?

Any chance you could post a screen shot of your Colour Settings in Preferences?

Here are the color settings. I have never changed them, always default.

Make sure you dont have any blending options turned on for any of your text layers. It should be set to normal.
