Is it possible to import a picture and then draw the outlines with the pencil in photoshop?
Digitally of course. Kinda make a cartoon of a real picture.

Add a new layer above the picture, then paint on the new layer.

Use paths to 'trace' the image.

Basic Pen Tool tutorial

A more detailed use of paths

A pen tablet is also an indispensable tool if you're serious about Photoshop.

A tablet would be a major improvement, but you could also consider to temporarily lower your mouse speed. Also the way you hold your mouse can make a difference as also the roughness of the surface you're moving your mouse on.

A good tablet is desirable, size of, budget, need and requirement not withstanding.
