Im trying to add this effect to some photos I have. I have photoshop cs4. Ive been looking everywhere for tutorials on how to do this but cant find any. If anybody knows, please help. I think it has something to do with lighting effects. Anyways here is an example of what im trying to do.

It looks like a HDR picture. High Dynamic Range its where you take 3 different exposure levels of one picture and merge them together using a program call photomatix. Look up some tuts on youtube
