Make a selection and clone?
A larger picture would really help to see what to do though.

The bar joists and metal roof would make cloning a very difficult chore. I took this approach: ( I did this very quickly so it's far from perfect)
Sample the color close by and paint over the bottom light.
Make a selection of the people in the picture (quick mask mode works well for this) then invert it, copy and paste the selection to a new layer. Reduce the brightness to lose the details of the joists and underside of the roof. (I also added a layer mask to make it a gradual transition.)
Sample the color near the lights and paint over them. You may want to add a little noise to the paint layer for a better match.

As Hawkeye has mentioned, the amount of detail in the background makes cloning a very difficult task. I would cut the people from this photo and paste them onto a nicer background or do as Hawkeye did but then add a lens blur to the background.
Here are a couple of roughly done examples.

Ugh! I wasn't even thinking in that direction! The different background makes all the difference! thank you.
