Truth be told it's not really about Photoshop or it's capabilities it's more about the lighting, camera and the original set-up of the photographer.

You could go some way in post production to complete this effect with desaturation and camera lens filters, although as always with PS there are many ways to go about it. I would conclude however that it is more setup than post production.

You can reproduce something close to that look fairly easily with PS. Now, as with everything else the result is dependant on a lot of variable factors the primary of which is image quality.
Images/adjustments/vibrance, increase the vibrance to maximum then slowly decrease the saturation until you reach the desired level. Apply a warming photo filter and if you want to you can add a bit of soft light. Should get you close to what you want.

In your traditional darkroom this "style" is often created by cross-processing.
Luckily this can easily be done in PS.

1. Open the image and copy it (ctrl J)
2. invert this layer (ctrl I)
3. and set blend mode to "color"
4. lower opacity to about 20% or higher (whatever you like)
5. enjoy

Not sure I like the look.

I used the photo from an earlier post.

1. duplicated original layer, set to multiply @30% opacity
2. desaturated the image with hue/saturation layer (move saturation slider to the right)
3. further desaturated blues/cyans
4. filled a layer with yellow/brown color, set blending mode to color, ~20% opacity
