Can I predetermine image size and colour mode?

I have a set of images of all different sizes and colour modes. I need to change them all to a certain size, in this case 38mm wide. The height can stay proportionally the same. I also need to make everything CMYK.
Can I do anything so that they automatically open with these settings, or do I have to manually fix each image one by one.

You can record an action to resize them as you wish, then run it under automate-batch on the whole folder.
