I scanned in a small approximately 4-inch by 3-inch black and white photo from an old 1960s book at 600dpi. Then I enlarged the photo to 8.8 by 6.7 inches reducing the resolution to 300dpi. Viewed at 100 percent in Photoshop 5, the photo looks terrible. It is blurry with a kind checkerboard look. I ran Unsharp mask and also tried Smart Sharpen but it didn't help much. At 66 percent it looks fine and and at 50 percent it looks great though I really want the photo larger than 50 percent (4 inches by 3 inches).

If I send this photo to someone and they view it, will their screen show it at 100 percent. If so, that is going to be really bad. How can I change this photo so that it will look good at 100 percent or change the photo so that it will only be viewed at 66 percent.

At the same time, I also would like to make a good print of this photo so how would I do that if the photo is going to look lousy at 100 percent which I am assuming it will be printed at.

If you look under image>image size there's a box which says "resample image". If you untick this box you can still change the width and height for print/display and it won't change the original number of pixels. In this case the resolution will change, but only to reflect how many of the original pixels you are fitting into the specified print size. See if that makes a difference.
