hey this seems more like a Illustrator file, a vector file I mean.. you'll have to try Illustrator at first and then photoshop...

hi,
ktouch suggestion is good you generally have more control with a vector program like illustrator or one of the good free ones...

but you can also do it with photoshop....

now this type i would call abstract art.... categorizing a type helps in finding tutorials you need.....

in this image severl layers are involved, fill layers and masking layers and blending... and you'll probably be using the pin tool
now this page has a lot of abstract art tutorials which can apply to your project
http://www.hongkiat.com/blog/40-cool-abstract-and-background-photoshop-tutorials/

on this page the one on mac background is fairlyclose to what you want to do
http://www.photoshoplady.com/30-best-photoshop-abstract-effect-tutorials/

this one is using a combination of both illustrator and photoshop
http://www.tutorialmagazine.com/tutorials/view/how_to_design_an_abstract_wallpaper_64

there a ton of tutorial and do a search for abstract art or digital art , etc
