How do I place a photo on a new blank file and have it made so "see through" so that it appears as a background image over which I can type text?

hi,
first understand that when ever you start writing text, automatically new layer is created !!!!

with that in mind

bring up your image ..... and then click your text tool and place
your cursor where ever yo want.... and just click, the moment you do
you will see that new layer... and you can also start typing

after finishing you can resize or move or what ever with the that text
