hi,
there a lot of tutorials on this....
there called speech balloons, text bubbles ...
you don't neccessarily need the out line.... however not sure which way you want to go...

note: in photoshop under custom shape tool it has a few vector balloon avail or just search for transparent images for text ballons and get all kinds of shapes..
