I guess i am sort of lost about the sizes but this has me thinking how 8.5 x 11 will not constrain to 11x14.

Instead it will constrain to 11 x 14.275.

But .2 isnt much loss. What is the problem rather ?
Are you able to size the image from 8x11 to 11x14 with constrain enabled ?
Goto Image \ Image Size \ Enable Constrain, set inch size. Click ok.
I was just mentioning this elsewhere. Fresh on the mind. Let me know more defined reply since i am lost about this a bit if you still need help. Goodluck
