I would like to do something similar to this and would like to hear how you think it was done.

Masking, use your favourite method or the one most appropriate to the image. I would guess the boots in this image could be done with the Pen tool as they have fairly hard/crisp edges.

so you could in theory take a picture of these shoes in any envirnoment and then just outline them however and crop them out onto a fresh background?

In theory, yes. It will depend upon the way the boots were shot, these were obviously done in a studio environment, under proper lighting conditions, making the task easier.

Ultimately, I would say, find an image of boots that you want to cut out and then post it here for advice.
