how do you add like the little spots/bubbles behind the player and around the rim like in this picture thank you!

Welcome to the forum. Look for Bokeh brushes or Bokeh stock.

Or...

Use a scatter brush and size jitter in Photoshop, with a few layers the same result or near should be achieved.
