How's it going guys I'm new here had a quick question. If anyone can provide the name of what has been done? Or a tutorial video preferably. I thought it was one of the cooler edits I've seen.

I'm no pro, but I'd toy around with the smudge and blur tools - adjust the brush size, hardness and strength and see what you can come up with.
