Crop The Outer Layer of a Circle?

Is there an easy way to crop the outer layer of a circle? I've used all the Lasso tools and it just wouldn't turn out right. And the Elliptical Marquee Tool isn't lining up right... For example, say I wanted to crop out the Red outer layer of the circle, how would I do that?

There are many ways. Transform the selection to fit, use refine edge, select color range, etc., etc.
