I have to figure out witch techniques that were used to make this image:

I can see some brushes on a path for the sparkling dots.
but I can't figure out how the shapes get in to that flow..
Is it with 3D? Because I'm not experienced with 3D...

Any Advice witch techniques are used here?
No worries I understand advanced ps vocabulary (in 2D).

Assuming you just need to know about the boxes, its just 2D and it can be simply achieved by making selections of each little shape with the pen tool and adjust the brightness. It sounds a bit weird but once you make enough shapes like that it should look really nice. And you can make the selections over the already adjusted piece of shape so you can overlay it too.

You can just do it all in one layer and constantly make shapes and ctl+u to adjust but I would personally make a bunch of adjustment layers and make masks for each of them. From observation, the artist of that particular work used this technique.

This should create the general look, then if you had used the second method I recommended, you should be able to erase/mask out some sharp edges of the shapes. Don't mask too much hard edges, just a bit that are sticking out too much like in the original work.

Maybe some gradient on masks if you want.
Sorry I'm late but I hope you see this

And I apologise for my poor english
