Everytime I'm trying to open Blending Options, It always shows this error: "Could not complete your request because of a program error". How can I solve this issue in Photoshop CS6?

Apparently resetting your preferences fixes this issue, although I've yet to test it. If you want to give it a try then restart photoshop and immediately hold down Ctrl+Alt+Shift (Windows)
or Command+Option+Shift (Mac OS X).

Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"

I had the same issue about 8 months ago and resetting my pref file worked,
Glad you got it sorted out.
