long story short i see this effect a lot, the colors pop out and the whites pop out. how do i do this to my pictures?

Looks like mostly Contrast and Saturation adjustments.
The highlights are washed out a little - try bringing up Curves in the RGB channel and bring the highest node to the left and add a node to the center and bring it up a bit.
Or you can try Levels - in the RGB channel, bring the leftmost slider to about 5, the center to about 1.2 and the rightmost to about 250.
Also, the reds of the skin are desaturated a bit. In Hue/Saturation go to the Red channel and bring the Sat down 5-10%. Then you can bring saturation of other prominent colors in the image up in the same dialog.
