Replacing color doesn't work?

Hey guys...I have a background image that I made from some cloud effects and adjusting the levels....it resulted in black ringish type circles. I want to replace the black with red, but the color replacement tool won't work. I select black (and the little box that previews all the black has selected the rings) but everytime I select a replacement color, it just changes the lightness of the black...not to the red color I want. It's on RGB 16-bit color...help please?
