hi,
There a lot of different ways to replace/change color and a lot of time it depends on the picture which is the best and that why repliers always like to look at a image in order for them to give what they think is maybe the best way for the image... with all that said

this is one of my favorite video tutorials.. it shows several ways to change/replace colors....

hi,
first keep in mind i consider myself a novice..
now,
in fact i tried a few different meathods.... especially since there appears to be some aritifacts and little bit of halo around some of the edges..

in this image.. the 2 meathods that workd for me was the paint bucket or the replace color
1. paint bucket.... first i checkmarked the contiguious box .. give me a little more control over what painted and then i boosted up tolerance to 50% ... went up that far because of some of artifacts and halo on the edges .... and then i pick a color.. and just click with paint bucket.... for the most part that worked fairly well.. although with the pinstrips on the uniform might want do is uncheck thecontigeious, use the wand at a large tolorance and click onthe pinstripes and then you just the brush for the stripes....

2. replace color under image>adjustments ... now you may want to select certain areas. if not then you will see changes affects some of the other shades shades of grey in you have in the image ...
a. ibring up the replace color window
b. i click the check circle for image... easier for me ..
c. then take the color picker and chose, in this case the large gray-olive area
d. then the bottom color box i clicked (color picker)... to choose my color .. blue ...
now it may not be the blue you want... 2 things you can do.. checkbox the web color... and then adjust further.. or either way when you go back to the main replace color window adjust the saturation bar to what you want...

it looks like a lot of step but there short and very quick after a couple of times doing it... you'll have a lot of fun with it and very simple ..

now maybe the pro's have a better simpler ways of doing things but it worked for me..... i hope it usefull
