rotating an object in timeline

Hi All

I'm trying to get a wheel (cog) to rotated in 1 deg steps in Timeline (animation). I tried to use the Tween tool with 90 steps after rotating the image in my second tile 90 deg but all this does is rotate the image 90 deg in every tile, so it does not work.

Please could someone tell me the correct way of achieving this?
