Tint of a spot color in a channel

Hi everyone, this is my first post here…
I have an RGB jpg of a logo that I converted into a multichannel eps. It should only be two colors 185 U and Reflex Blue U but I need some of the words on the art to be a percentage of the Reflex Blue. I put the words that I want tinted differently in their own channel. In the Spot Channel Options dialog box there's a Solidity percentage box. I put in 65% but the Reflex Blue U is still a solid 100%. What am I doing wrong?
