Looks like dirty linen, or concrete, blended over the top of a image of clouds. |

It's just a old Background pic or it's an FX given to the cloud. and the writing is some sort of font placed on top of the image with opacity and also some layer FX given to it...

It looks like the type is applied with a blending mode, overlay or multiply.
