i am making a video game with a couple people, and our graphics artist is doing nothing, so i thought i would try...
i am trying to make a top down tree (for example http://img15.imageshack.us/img15/9504/tree2h.png)
are there any tutorials here to make a semi-realistic tree in a top down view?

ummm.... not really... make a splotch of green with a lighter gradient in the middle. lol, I dunno.

You could make a brush to give you the look. Use green and brown then set the color dynamics in the brush engine.

You could also try this. Fill a layer with green, add monochromatic noise and give it a little blur. Then cut out some tree shapes from it.
