Tutorial Help

I am getting stuck on step three (extending the path) of this tutorial http://www.pegaweb.com/tutorials/web-page-...ge-header-1.htm
using ps7. I cant seem to extend the line up on the outside of the document as shown.I have done it in step one . When I try to extend the line up on the outside it stays along the edge of the document on the inside. Any help would be great.
