OS: Windows 7 64 bit home premium

I'm trying to figure out what program to use to create a garden map. My other choices are MS Paint and MS Powerpoint (really! great for moving objects around)
But, it seems to me that PS has the best chance of creating a robust result.
So, my first question is: do you think I should use PS?
Which, if you think it can be done, leads to the 2nd question:
how?
I need a ruler so I can use the field measurements I have taken; and the ruler has to work for all the layers/objects I might create
I also need to be able to draw curvy lines and adjust them (more convex here, more concave there) at various points.
I would develop a small library of objects to represent trees, shrubs, grasses, etc.
And, perhaps, I might want to add color to the plant objects.
No, I'm not going to buy a garden planning app.
