				Welcome to the forums Astro888, I had never heard of the 'Holga' or said effects until a Google search, so I guess I won't be much help. Having said that I recognise it as a similiar camera to Lomographs and the cult following that has.

				Holga cameras are also called lomo cameras. So try googleing lomo effect.
 
 
There's a number of ways to create the effect, basically you want to increase contrast, add a vignette and then alter colours (use curves or colour balance depending on your preference)
