Please help me!
I'm new to photoshop. I'm trying to use brushes but when I click on the tab, this comes up.
Are they locked?? How do I fix this?
Please help me!

Try clicking on the brush tool on the left toolbar first to select the tool, that palette is used for altering the brush presets, rather that the normal using the brush tool to say draw with. The palette for brush tip shape and size is on the top toolbar in a drop down box (which is only there when the brush tool is selected) check out this thread which shows the various boxes
