Hello,
can someone please help in providing some pointers on how the look of this image was achieved?
it looks like an existing photograph was altered to give a dream-like atmosphere and the proposed building was inserted into the background (black building).
any suggestions would be greatly appreciated!

Try lowering saturation and then moving midtone input levels closer to shadow input levels (Image > Adjustments > Levels).
