I created a logo in photoshop and when used for business cards and brochures its fine. But when the customer wants to blow it up on one of those vertical banners it is pixelized. Now they went to two different printers both told them to make the logo in illustrator instead. This doesn't make any sense.

Any logo that is in a raster format (Photoshop) will lose quality when made bigger than its original scale.
This is because there are only so many pixels within your logo, and the larger it is made the more they begin to show.

Illustrator uses vector format which can be scaled without reduction in quality.
Vector is industry standard when it comes to designing logos, for the exact reason you have outlined in your post.

Though Photoshop can work with vectors (so you don't have to rush out and buy Illustrator if you don't have it). The pen and shape tools will be your friends.
