Hi there, I'm new around here, and I'm going to try to help you out. I'm no master of Photoshop, but I'll try my best!
Unfortunately for this case the question is a little confusing to me (maybe my intellect simply cannot comprehend it). You said a static image, whereas static means still, but then you said different shape (rotated). I think that as long as it's actually different pixels in different places it's no longer static.
Judging by the "(img file need to be rotated)", I'm guessing it's not static. If you insert it into photoshop (drag & drop), each frame would be a layer in the image. I am not sure how to export as a GIF or how to make one with the timeline or something etc, but I'm sure there's a way.
Or you should try Adobe Fireworks. That's very GIF friendly, I tried it out it was pretty good! You can edit each frame, import your image and rotate it to whatever degree and save it as a gif.
