The accented edges filter has a slider for "edge width" - perhaps you need to increase this on a higher resolution file?

Not sure if this is helpful, but there's a 'duotone' mode (image>mode>duotonte) available where you can set the ink colors. I think it needs to be grayscale first.

Though Photoshop can work with vectors (so you don't have to rush out and buy Illustrator if you don't have it). The pen and shape tools will be your friends.
